Based on historical Republican Party activity to suppress voting by Democrats, particularly in “minority” voter categories in Harris County and Texas, a comprehensive program for the lead up to and conduct of the 2008 election, both primary and general, is in order.

A year and a half-long study of the security vulnerabilities of electronic voting systems has just been published by the Brennan Center For Justice at New York University, deploying the expertise of a panel of computer security experts, including Dr. Dan Wallach of Rice University. This seminal study recommends a regime of tests and a voter-verifiable paper trail ( VVPAT). It is referring tofor the huge Hart InterCivic, Inc., electronic voting system right hereused in Harris County

FINDINGS

In the 2004 and 2006 surveys, the results are “directional” and are not  statistically projectable with respect to the base of delegates as a whole on how they feel about issues.  This data only represents the views of those choosing to respond because the respondents were not random and were entirely self-selecting; however, these results are useful in studying the potential impact of these 509 delegates, assuming they are able to attend the 2006 TDP State Convention.

My name is Stan Merriman. I am the Chair Emeritus and co-founder of the Progressive Populist Caucus of the Texas Democratic Party. I am here today representing my Caucus, which authored the "Resolution on Protection From Election Fraud" which passed our 2004 State Convention to become the official position of the Texas Democratic Party. This Resolution advocates the incorporation of a voter verifiable paper ballot with all electronic voting machines used in our Texas elections.
